The same happened to me. I switched back to my installed version of 6.4.3 and the login errors are shown.
Sadly the error seems to be not fixed as the change log says.

Yes it’s working fine with 6.4.5. The errors are displaying. But when I upgraded to 6.4.6, no error messages were displaying.
Reverting back to 6.4.5 fixed the issue.

I have the TML widget on my sidebar. With 6.4.6 no error is given if an invalid username or password is entered.
I reverted back to 6.4.5 and now “ERROR: Incorrect username or password.” is given.
This is only a problem in the sidebar widget login. When the user goes to the full login page it works properly in both versions.

I deactivated all of my plugins except TML 6.4.7 and this is still an issue.
I have a TML widget in the sidebar, Default Action is Login. With v6.4.5, when an invalid username or password in entered, the error “ERROR: Incorrect username or password.” is displayed in a pink box in the sidebar.
But in v6.4.6 and v6.4.7 no error message is displayed.
I am using the Storefront theme.
Does this give you all the info you need to reproduce it?
