Error when installing any plugin

    My WordPress site is self hosted on Server 2003 using IIS. Every time I try to install any plugin, I get the following error message:

    Download failed. Could not open handle for fopen() to C:\Inetpub\wwwroot/wp-content/[name of plugin]

    I figured there was an issue with my wp-config.php file but I can’t find such a file anywhere. The site runs perfect otherwise. Please help.
