Error on changing parameters

    I am trying to uncheck the Options/Discussion checkbox “Comment author must have previously approved comment” from checked status. It has been checked through the past several standard version upgrades and updates. When I save the page with the box unchecked, I get an error:

    Fatal error: Cannot redeclare sanitize_option() (previously declared in /wordpress/wp-admin/options.php:13) in /wordpress/wp-includes/formatting.php on line 1121

    Any ideas?
