Error Establishing a Database Connection

Have been running into this issue lately and now it is to the point I can’t even login without contacting my hosting site for help. I am developing a website for a client using WordPress and WooCommerce. When I contacted the hosting site they told me that there were too many resources being allotted to my site. They provided a partial Error Log showing what was wrong, and I don’t understand it. They also suggested I contact a developer to optimize my home configuration and website settings. I asked them to clarify and where I need to go to find these they either don’t answer my question or continue to refer me to a developer. I posed the question on a few forums and was told it was a host server issue. So I am at a loss. Where do I find the home configuration and website settings.
