Error establishing a database connection

I moved my data and DB from my old server to new server without problem…
but when I run the WP.. it returns the following error

what could be the reason.. I created a new user and gave all privillages for the wordpress database, and edited the cofig to match the new my sql user details.. still it’s not working..!!!
