Just for affirmation, I am getting the same issue currently. This has been happening for nearly 30 minutes now. I am also unable to download ZIP files from the WordPress plugin pages, it just directs to https://wordpress.org/plugins/
uff … good I thought I had spoiled my wordpress, I have the same problem, I was looking for and installing plugins, and access is lost.

It has started with me too. I had started going to deactivate all the plugins to make sure it wasn’t one of those. So I am not the only one having this problem.

that’s right, I almost deleted my installation, luckily it occurred to me to try to make a new clean wordpres, and saw the same error
Thank goodness for plugin SVN access, or I’d be stuck with a broken install right now. I had to redownload a single file for a plugin that got spoiled (my code editor went crazy).
If anyone is in dire need of a plugin while the system is down, click on the “Developer” tab and click the (SVN) link next to the current version. From here, you can download all of the files individually.
Of course, if you know how to use SVN, you could just download it using your SVN client.
