    Not sure why, but changing the status types to Preview and Pending seemed to do the trick.

    Thanks for the update. I guess the reason was, because the “pedantic admin” rule matches every status change. Some plugins process multiple post status changes under the hood although it just seems as one action. In such a case, the “pedantic admin” rule, as it name implies, matches everything. So you did the right thing and adjusted the status before and after to be more exact.
