Download Management system

I have looked high and low and not finding anything.

I need a plugin/widget system so we can add downloads to the site. links to other locations and a folder on our server etc. maybe with stats but thats not important.

want like a downloads link in sidebar then onto a page witha catergorized system

possible restricted to access levels etc also

any ideas plz???
