Disabling comments through HTML/CSS

Hello!
since upgrading to the new wordpress I have been having problems with comments.
I want to know if there is a way ti turn them off completely, so there is no “no comments” or “# of comments” link on the main blog page, as well as the same on each post page, and no comment box.

i have it turned of on my main page, but I don’t remember how I did it
