I tried setting the directory permissions to 000 but WordPress overwrote that.

What role are these users? Looking at Roles_and_Capabilities, it looks like everyone Contributer and higher gets the upload ability.
The Role Manager plugin should allow you to tweak/adjust as necessary though.
Thank you Handy Solo. I found that plugin about the same time you suggested it. It works and it solves my issue almost perfectly 🙂
By the way, my workaround did work to disable file uploads, albeit imperfectly. But this plugin makes the option disappear from the the “write post” screen, which is what I was after.
