    Try this CSS:

    @media screen and (max-width: 48em) {
	#masthead {
		background-image: url(http://test.verkehrsverein-alzey.de/wp-content/uploads/2017/04/Header-Verkhersverein-Mobile.jpg);	
	}	
}
