difference between administrators

On my blog I have “admin” user and “myname” user, which I have set as an administrator. Unfortunately, when logged as “myname”, I am not able to do all the operations that “admin” is. For example, when writing a new article I cannot set custom fields because I do not see the panel. What’s wrong? Thanks.
