Yes, you can use wp_dequeue_script to prevent the scripts from running.

The script names are pickadate.date and pickadate.time, and they’re enqueued in the admin_menu action.

add_action( 'admin_menu', 'my_remove_scripts' );
function my_remove_scripts() {
   wp_dequeue_script( 'pickadate.date' );
