Dashboard Not Fully Implemented

Hello. I’m currently trying to set up a WordPress blog for a subdomain and while the webpage itself is just fine, the dashboard (at …/wp-admin/) doesn’t have all the elements in it. You can see what I mean by the image at this link.

Is it something to do with permissions? I downloaded the WordPress file from the WordPress.com, unzipped it, edited wp-config and just dragged the contents into the folder of the subdomain. Was there anything else I was supposed to do (besides wp-admin/install.php)?
