Try deactivating all plugins. If that resolves the issue, reactivate each one individually until you find the cause.
If that does not resolve the issue, try switching to the Twenty Sixteen theme to rule-out a theme-specific issue (theme functions can interfere like plugins).

this link is link to my WordPress C Panel Dashboard. I have another domaing and that seems to be working fine, however the one that I use a lot looks to be imacted.

I’m not sure, I don’t recognize that login page styling.
When you log in, you are able to use the Dashboard, right? There’s just a strange bit of text hanging around?
And, it is indeed still there with all plugins deactivated and the Twenty Sixteen theme in use?
Got it resolve my friend! No clue how some one entered into the index.php file and added the text there. Dont even know what language was that.
