"Dandelion Options->Sidebars"

Hi,

I need to add a new sidebar, but can’t for the life of me find this “Dandelion Options->Sidebars” to add one as it notes on the Page Settings section of the each page:

“You can select a sidebar for this page between the default one and another one that you have created. If you would like to use another sidebar, rather than the default one, you can create a new sidebar in “Dandelion Options->Sidebars” section and after that you will be able to select the sidebar here.”

not sure what widget this is or if it’s part of the theme (I inherited this job . . .)
