Custom Settings and Time data type

I want to Create a Time field as Column Datatype and a same structure of table will be used for about 70-80 users.Table are attached in excel form and i want to make same table with wpdatatables and wanted to make dynamic table like

SELECT * FROM ABCD WHERE USERNAME=%CUREENTLOGINEDUSER%

Is some thing like this is possible.Can you help me this this is Going to be used for NON-Profit Organisation Purpose.
