If you mean to just replace an image in your header, do a simple replacement – it’s easy enough.
For example: if the current header image is named “header.gif”, then make an image that you want, keep the same size of the current one, and name it “header.gif”. Upload to your server and overwrite the current header file. The new one will simply take the place of the old one.
That’s the easiest way to do it.

I think I meant the whole header… Isn’t there a plugin.. LOL…
JGatos, I’ve been looking for the same thing, (only for the Rubric theme). Unfortunately I think the answer right now is “no”. They probably haven’t created a distributable plugin, as they just recently got it working. I wish we could find a more definitive statement on it, of course, but it is a brand new (and very nice) feature for wp.com.
If you do find anything, let me know. If not, maybe I’ll create a plugin to do the same thing, since it’s on the to-do list for my theme. 😀
i have the same problem…it is ridiculous that they haven’t come out with a plugin for this…such a simple, yet necessary feature. it’s a shame nothign is available…
