    I want to create two custom flat rate shipping costs. The rate will be based on whether or not the customer’s shipping address is within the perimeter of a highway (the highway is a loop). So the rate is based on location but not zip code. I think I will just need to create the two shipping “zones” manually and then let the customer choose one.

    What is the best way to create this method in WooCommerce?

    Hi @nschivley,

    That is a great question. You can create separate zones and include a flat rate shipping method in each one. The built-in options don’t get more specific than ZIP codes though. If you can sort them out by ZIP code then that will work for you.

    Another option would be to use Distance Rate Shipping (https://woocommerce.com/products/woocommerce-distance-rate-shipping/) which lets you bill by the distance from your location. It uses the Google Maps API to calculate that.
