Custom Capability Not Working

Hello, i am trying to set custom capability but its not working in group and staff, i want my manager to be able to see only delivery module and orders, so he can have control to only assign the partner to order, but he is able to see withdrawals, reviews, vendors etc, only some are hidden. i opened a ticket here because in premium support very slow response, i have ticket from months not resolved!
