Custom block with HTML banner

You can use custom HTML in menu titles if you have the unfiltered_html capability (usually that means you need to be an Administrator or a Super Admin). However, that is still limited by the layout and structure of the admin menu. If you need something specific like an item with no margins, you might also need to install another plugin to add custom CSS to the admin dashboard.
