Creating an announcement section

At the top of my webpage, I want to have an announcements section that can be edited by all of the members who have access to add entries to the site through wordpress. The Latest 10 entries would then be displayed underneath this. My idea for accomplishing this was to make an entry category called Announcements and having wordpress display the contents only of the last 10 entries in this category. I have seen a few methods explained for displaying only the entries in one category on a page, but I want to do this in a section of a page (I still want the last 10 entries in all categories to be displayed directly beneath this). Any ideas?
