Creating A Custom User Information Input Plugin?

    This template has a nice plugin, well i assume it is plugin. It is an education widget/plugin where a user can create multiple posts i assume which consists of their education e.g. what schools they have been to.

    If this is indeed a plugin i want to be able to create this exactly from scratch or very similar as i am sure i will want to use this in other scenarios where the end user needs to fill out information. Is there a tutorial on how to create something as simple as that, assuming what i have said about this feature is right.

    Im thinking of a plugin also where its like a time-line. So on the admin page can they fill out multiple dates and information about each date.

    Something simple like that, can this be done using plugins? I do not want to purchase anything i want to create it from scratch like i am creating my theme from scratch. Is there a good tutorial you know which shows me how to do this?
