Coupons "email excusion list"

Hello everyone,
In woocommerce there is a coupon functionality where you provide a list of emails and you can issue a coupon for the users who will register with these emails. I would like to do the opposite, i would like to provide woocommerce à list of emails and issue a coupon that will work for everyone except for the users whos emails are in this list. You can think of it as a blacklist of emails for using coupons

Please can some one help me ? if there is a bunch of code to put some where can you help me out with that
