comments not working

I am using a customized version of the aslamp theme. On aslamps site, if you click the “0”, you get forwarded to a form where you can leave comments. On mouse over, the link says “#respond”. On my own site though,clicking the “0” does not lead to any comment form. Still the link says “#respond”. Any solution to this? Do any of the php’s need editing
