Did you try to change the theme to some default WordPress theme like Twenty Nineteen or other?
We can find if that is a theme specific issue.
Also, can you please suggest which theme is currently installed on your website?

I have tried Twenty Nineteen and the comments cookie opt-in (Save my name, email, and website in this browser for the next time I comment) is not showing up with Twenty Nineteen either.
So I don’t think it’s theme related. Maybe there is a setting that I have accidentally turned it off? I can’t find one. My wordpress version is 5.1.1 and I know that it should have it. It’s the newest version.
As for theme I’m using Underscores which is a starter theme. I wrote the CSS myself and edited the theme myself. I’m not sure if it is anything that I did but I don’t think so.
I went back and found under settings > discussion > Show comments cookies opt-in checkbox, allowing comment author cookies to be set and I checked and saved this. It’s still not showing in either my theme or Twenty Nineteen.
I still also can not figure out why the checkboxes are centred on the page as well.
closing as I figured it out apparently it doesn’t show when you are logged in only when you are logged out

I have two issues with my comments. The first is that the comments cookie opt-in (Save my name, email, and website in this browser for the next time I comment) is not showing up at all with the theme I am using which is based off Underscores. How can I add this in?
The second issue is with the checkboxes below the form for subscribing to comments or the “I am Human” checkboxes are not in the right place. They are centred and above instead of to the left of the text. I am unsure what I need to change or add into my CSS to fix this? The same thing is happing on my contact form for the “I am Human” checkbox.
