Comments can be turned on/off by going into the admin then Options tab and Discussion sub-tab and uncheck this

In my theme of choice, it shows all comments as “closed”. If I switch to default theme, the comments are open and work fine.
I cannot find where to fix this in my theme.
Any help appreciated.
