The setting at Settings -> Discussion only sets the option for *future* posts/pages.
You’ll need to edit the existing posts/pages and look below the editor for a Discussion box where you can enable comments for the specific post/page. If you don’t see that Discussion box, click the Screen Options tab near the top-right and check “Discussion” to enable the Discussion options in the editor.

The post says comments are closed. I’ve tried changing settings in discussion setting as per instructions to no avail.
