Ok, so any site that isn’t hosted on WordPress.com doesn’t have the ability for users to subscribe to receive a notification of comments? That wouldn’t make any sense?

Correct. You’d need to install a separate plugin for this feature.

I’ve not used any myself, so I could not recommend any specific plugin but http://wordpress.org/extend/plugins/search.php?q=email+comments should get you started in the right direction.

I don’t seem to have the option to edit Comment subscriptions as is discussed here: http://en.support.wordpress.com/comment-subscriptions/ This whole section doesn’t appear in my ‘Discussions’ Setting.? I am using the Genesis platform, would this be causing it?
Any ideas what I can do to make sure users have the ability to follow their comments?
