Thanks Podz. I just fixed the problem, sort of.
I just switched comment quicktag plugins to one by Thomas Montague. It is a variation of Winklers but for some reason it allows the sidebar to display correctly.
I found the new plugin at the Plugin Competition Blog.

I’m using Owen Winkler’s Quicktags plugin. It works fine but there are 2 sets of the quicktag buttons above a comments box. Any idea why this would be happening?

Exact same thing here: two rows of quicktag buttons instead of one. I’ll give the Montague plugin a shot and see if I fare any better with it.
Anyone else out there that could shed some light on this problem?
Cool plugin. Anyone know of a plugin like this but uses more of a “visual” tool bar graphics instead? Like an MS Word toolbar (WYSIWYG)?

Just wanted to note that the Quicktags plugin by [Author: Owen Winkler, Author URI: http://www.asymptomatic.net] works perfectly for me on an 1.5.2 WP install.
