Cleaner Query String Variables?

    In my index.php file, is there a better way to inspect the category and paged query string variables instead of accessing something like $_GET[‘cat’]?
    I’ve tried something like:
    global $cat;
    echo $cat;
    In my index.php, but the variable is empty.
