It’s posile to deisgn a contact form with Fast Secure Contact Form Plugin with an extra option in with user can input his own value:

For example:

Select estimated cost:
300€
400€
500€
Other – Input yor own cost:

Hi the form is not really designed for that purpose, however you could try using a textarea field. That would allow them to add their own value.
