Why don’t you have this theme available on wordpress.org?
the theme author has probably not submitted the theme.

Thank you for your message. I have the Chateau 1.0 theme from http://www.chateau-theme.com/, but it doesn’t have all functions which are available on wordpress.com. It doesn’t have Multiple Archive Page, Styles, Light or Dark Color Schemes, and Custom Accent Color. Under Appearance, I have only Menu, Header, and Widgets, but no Theme Options and Background where I could control a page layout and color. Apparently, WordPress added all these functions to the Chateau’s original design.
I’ve contacted the author, and he is working on the new Chateau design, but it would be so helpful if wordpress would let us use the existing Chateau 1.0 theme, which is available on wordpress.com.

I desperately love this theme.
But I am aggravated that I can not customize it on the site I PAY FOR but I could make a personal site on the freebie site.

I found the theme but it’s not free. Tha author is chargin a fee of $2.
