Changing table font in CSS & reducing header space

Hi. I was hoping someone could help me with two different problems. My first problem is that I would like to remove the space above my header image from my website. The space is used for the Title and Tagline of the site, but since I have the title and tagline in my header image it is no longer necessary to have it in both place. How can I remove that?

Second, I created a 4 column table at ccwbystate.com/ccw-by-state. I am trying to figure out how to change the color of the font within the table, but can’t seem to figure it out in the stylesheet. Any help is greatly appreciated, thank you in advance!
