You are simply not providing near enough detail on your process to be able to troubleshoot effectively. You would need to describe the form the people use to register and submit (is it a plugin, custom made, default) , provide a url to the form and the steps the user takes, some screenshots or a screencast, what your permalinks structure is, what role the user who submit are, is there a workflow attached to posting, describe specifically what is not working and what is working, etc etc etc etc etc etc.

There are loads of variables that could be responsible.
Or maybe it’s even working as intended.
