Can't upload image

Every time I try to upload an image, it doesn’t save it. I’ve noticed it doesn’t create the folder that it’s trying to put the image in either i.e. wpcontent/uploads/2011/09. I thought maybe this was a file permissions issue, but I added everyone will full control and it still cannot upload an image. This is hosted on a windows server. Any ideas?
