Can’t Publish

I just installed WP on the server. I got the admin page ok and created a test page with a new theme that I found. I went to upload and got my blank, yet to be used, blog site. I installed the WP folder in the root of my directory. The theme is in Wp-Content>Themes. Why can’t I publish or preview?
