WordPress comes in a .zip file. In order to open .zip files, you need a software like WinRar or 7-zip. Don’t know about WinZip, but those two I mentioned are free, at least for what you’ll need.
So, it’s not a WordPress problem, it’s just an archives software issue.
Thank you. But it doesn’t allow me. It doesn’t get that far. Perhaps I should be paying WordPress first before I’m allowed to download WordPress… maybe that’s the problem? It appears to go through the whole download process for WordPress 4.4.1 then, at the end, shows the path it would be saved to and then adds a message saying “Application cannot be found”. I’ve just, as I’ve been typing here, downloaded .tar.gz which is beneath the Download icon for WordPress 4.4.1, which downloaded successfully. I tried to download WordPress 4.4.1 again but exactly the same thing happened at the end to tell me the Application can’t be found. Perhaps I’ve not realised there’s something else I’m meant to be doing, downloading, purchasing, whatever?
WordPress is free so is WinRar.
Thanks. Then hopefully someone will tell me why it’s showing as “Application cannot be found” and what I can do about this. 🙂

That’s most likely Windows 8 telling you that your PC has no program installed on it that will allow you to open the tar.gz archive you downloaded. Windows has no native program to open tar.gz files.

Don’t download the tar.gz package.
A) you do NOT have to pay to download WordPress.
B) Download the .zip archive, not the tar.gz archive.
Click directly on the blue download button for the .zip file, not on the alternative download link underneath it for the tar.gz file. Here’s the direct link to the .zip package.
