Can't create a config file

    when I type into the browser http:/locahost/wordpress I get the following message:-

    Warning: require(C:\xampp\htdocs\wordpress/wp-blog-header.php): failed to open stream: No such file or directory in C:\xampp\htdocs\wordpress\index.php on line 17

    Fatal error: require(): Failed opening required ‘C:\xampp\htdocs\wordpress/wp-blog-header.php’ (include_path=’.;C:\xampp\php\PEAR’) in C:\xampp\htdocs\wordpress\index.php on line 17

    I am using windows 8.1
    Why?
