cannot update, cannot add plugins, cannot make changes in EDITOR

    HI,
    I am at a lost trying to figure out why I cannot update my wordpress site to 3.9.1, ( i am using Twenty eleven, but also have ULTRA THEME, and TWENTY TEN)

    it says…Network Error (tcp_error) I entered the hostname, the FTP username and the FTP pw and i keep getting this message.
    I also cannot add plugins and keep getting this message…Downloading install package from http://downloads.wordpress.org/plugin/nextgen-gallery.zip…

    Unpacking the package…

    Installing the plugin…

    Could not create directory. D:/Hosting/5840014/html/wp-content/plugins/nextgen-gallery/

    Plugin install failed.

    I also cannot make changes in EDITOR when I try to simply change POWERED BY WORDPRESS footer to DESIGNED BY …. i press UPDATE and nothing changes, none of the changes happen. it goes back to what was originally there. I cannot be the only person who has these same problems, please, help me figure this out. I have tried to do all of this on Twenty eleven theme, but also have ULTRA THEME, and TWENTY TEN with no luck)
