Cannot Connect Securely to WordPress.org

    After manually upgrading from WP 3.7 to 4.2.2, the following message now appears on the Settings > General screen:

    Warning: An unexpected error occurred. Something may be wrong with WordPress.org or this server’s configuration. If you continue to have problems, please try the support forums. (WordPress could not establish a secure connection to WordPress.org. Please contact your server administrator.) in C:\inetpub\wwwroot\wp-admin\includes\translation-install.php on line 59

    WordPress is running on IIS 7, and I’ve been using SSL to secure the site.

    What does the error mean, and how might it be fixed?

    – The most likely issue is the webserver can’t connect to the internet or is unable to connect securely. If you have error logs on the server, check them for more detailed information as to what has failed
