    When changing 'Front page displays' to A static page, the dropdown menu for Front page lists my pages, but the dropdown menu for Posts also only lists my pages (not my posts). Clearly, I want to be able to select a particular Page as the front page, and a particular Post as the posts page.

    You cannot use a single Post as your main posts page (note the plural).

    I created a blank Blog post, but this is not appearing in the dropdown

    Does this need to be a page rather than a post? If so, how do I get my most recent post content into it?
    I'm trying to have a static homepage with my most recent post showing, updated, on the homepage

    Yes.

    WordPress will take care of it automatically.

    This would probably require a custom page template for your front page that made use of a secondary query & Loop. Ideally via a child theme in most cases. See:
