Broken CSS

Hi,

Occasionally, only on submenu pages, and not on the homepage, the CSS fails to load completely.
This breaks the style entirely. Refreshing the page resolves the issue.

There are no caching plugins on the site.

This is a very annoying problem that needs to be solved.
