Blocking certain posts taxonomy from users

Hi

hope someone can put me in the right direction. I am looking to allow my users to be able to list properties son my website using various taxonomies. however there are some taxonomies which i do not want my property agents to use or populate. How can i block users from either seeing or using those taxonomies. is there a plugin that can achieve this at all?
