Bcc Random Emails

Thank you for your plugin and for sharing it,
i have in additional headers
bcc: [my-bcc-recipient]
and in my module this code
[select my-bcc-recipient “Roma|roma1@ii.com,roma2@ii.com,roma3@ii.com”
“Milano|milano1@ii.com,milano2@ii.com,milano3@ii.com”]

is it possible send email only to 2 random emails?
for example if user select “Roma”
the email will arrive to
roma1@ii.com roma3@ii.com
and not to all 3 emails.
