Themes that are available for free on wordpress.com are not necessarily also free for self-hosted WordPress sites. Even those that are still free are often substantially different from their wordpress.com counterparts.
Have you tried to contact the theme developer directly about his/her theme?
I think now I’m struggling with the fact that I have a blog that I follow my domain name with wp-admin and it’s not a blog that I can activate their theme on . . .
I have contacted the developer (german) but have not heard back . .
This simple struggle to get a tagline to show up when I see it typed into the TAGLINE window on my dashboard but it doesn’t show up on my site?

I’m sorry but as you are using a non-WPORG theme, you need to seek support from the theme’s developer – paid or otherwise. We only support themes downloaded from wordpress.org here.
Then how do i go about loading the wordpress balloon theme on wordpress.com?
You cannot use the Balloon theme from wordpress.com on your self-hosted WordPress site.
