backgrounds and scrolling testimonials issues

Looking for help with a header background. I just received the site and it had no header background color in the header ( could see the background of the site- blue fade behind the logo and text in the header). Same is true for the index page body. I changed the length of the background in the styles.css
#top_in{ width:980px; height:465px; float:left; margin-top:8px; margin-bottom:5px; background-color:#FFFFFF;}

from 85 to 465 which fixed part of the index page (not the body) but covered the main header graphic on all other pages.

Also have a testimonial that looks like a post because it has a pushpin icon and is located below posts in admin. There is a widget on sidebar where testimonials scrolls and a page where all testimonials can be read.

I can’t figure out how to get all the testimonials to scroll (just some) and how to move the placement of the testimonial widget in the sidebar to the top of the sidebar.
