there’s setting on admin page for background img position horizontally , repeat or not, scroll or fix, but there’s no option for position vertically

It’s not WordPress.COM but the theme that was downloaded and used on that site is the .COM version.
seth.setiadha try installing the .ORG version instead.
http://wordpress.org/themes/spun/
The .COM version has a different directory so installing the .ORG version will not overwrite what you have already installed.

I don’t know if that’ll resolve your background position issue, but we do have a policy of only supporting WordPress.org themes.
