Auto Creating TOC within posts

Take a look at this page (http://codex.wordpress.org/Introduction_to_Blogging) and see the CONTENTS area which displays the internal anchors to the content in terms of a table of contents (TOC).
Is there a built in tool or plug in ( u could recommend ) which creates this kind of TOC on the fly?
