Another Header Image Problem…

Greetings All,
I am new to wordpress, and am setting up a site using the “Kiss” theme. For some reason, I cant get the header.jpg image I have created to show up eventhough I have updated the CSS file.
*side~note: when I am in the admin panel and navigate to the “header image and color” section not even my title shows up…
